●A coalition member discussed an article that was published in the Narragansett Times on May 7, 2004. The article discussed an eviction by Durkin Realty of some student tenants living on Angel Road. The students had violated their lease by hosting more than 20 people at the residence for a party. Other coalition members pointed out that the “20-person” clause is present in the model lease, and that this eviction sets a precedent for the town. Judge Patricia Moore (a non-voting member of the coalition’s new steering committee) ruled in favor of the eviction. ●A coalition member also reported concern over the article, because the article stated that students were bussed from URI to the party on Angel Road, and the coalition member wondered why URI would bus students to a residential neighborhood. Tom Dougan stated that although URI and the Narragansett police are usually able to intercede if unauthorized busses are conducting pick-ups on campus, URI was unaware of this particular incidence. Coalition members also discussed how there are no state-landlord agreements from September to May. This is an issue that will be addressed by the Homeowners/Realtors Subcommittee. ●A coalition member reported that Mark McSally is looking to draft a new noise ordinance, which will be modeled after the ordinance in Newport. ●Coalition members were reminded that after July 1st, anyone who rents a home for 31 consecutive days will require an independent inspection. This only affects houses that were built after 1978. Information regarding this issue can be found at www.leadsafekids.org. ●Nancy Devaney reported that the keg bill amendment has been passed. She stated that the amendment specifies the funding source for enforcement of the keg bill. MHRH will fund the production of the books, and these will be available for purchase by retail outlets. The police department reported that the majority of the owners of retail establishments in the Narragansett area are looking to possibly eliminate the sale of kegs, except to owners of class B licensed establishments. ●Tom Dougan reported that URI will shortly be breaking ground to build a dormitory with 800 new beds, with more to come. The new dormitories will be ready for the Fall 2006 semester. |

1. Party Reports/Lists The Narragansett Police Department reported that Scott Vellone and Tony Santilli had spoken with the owner of 36 Earls Court to deal with the arrests and problems that have been present at this residence. The police department further reported that 7 houses have been added to the party house list (3 for 90 days). Five arrests have occurred this month at parties, and 7 arrests have occurred this month for fake ID’s at bars. The police department also stated that the party house list is doing its job, as police have been fielding many calls from landlords who want to make sure student renters for next year have not been on this year’s party house list. 2. Clean-Up Summary Tom Dougan reported that there was a record turnout for April’s community clean-up. He stated that there were more neighborhood association members than ever before, and approximately 150 URI students. Tom commended all involved for a job well done! 3. Steering Committee Appointments Several members of the steering committee were appointed. The representatives are as follows: Co-Chair – URI Vice President for Student Affairs (non-voting) - Tom Dougan Co-Chair- Narragansett Police Department (non-voting)- Chief J. David Smith Representative - Town Council – John Hickey or Anne Marie Silveira 3 representatives - Neighborhood Associations - To be determined. Representative - Environmental Management Grant (Common Ground) - Nancy Devaney Representative - Realtor - Joe Robenhymer (Kate Galvin as alternate) Representative - Narragansett Homeowner (non-neighborhood association member) – George Tracy Representative - Tavern/Package Store owner – Jerry Sahagian Representative - Student Senate – To be determined. Representative – SONARS - To be determined. Representative - Town Manager (non-voting) – Maurice Loontjens Representative - Judicial (non-voting) - The Honorable Patricia Moore Representative – Narragansett Community Association (non-voting) – David DeRouin The coalition agreed that all steering committee members should appoint a provisional designee if they will not be able to attend a meeting. 4. Committee Chair - Members As stated in earlier meetings, 4 subcommittees will be formed. Tom Dougan reiterated that the purpose of these committees is NOT to limit participation. The purpose of the subcommittees is to allow for more structured meetings and better definitions of membership. Because all 4 subcommittees will be holding meetings at the same time, coalition members were encouraged to choose membership in only one committee. The committees (and associated chairs) are as follows: Grant Committee - Common Ground (Chair – To be determined) Communications Committee (Chair - Tom Dougan) Programming Committee (Chair – Kristin Pedicone) Realtors/Neighborhood Association Committee (Chair – To be determined) Between now and the next meeting on August 24th, each committee should have created a meeting agenda. The LISTSERV will be used to distribute initial information about which coalition members are interested in which subcommittees, and will also be used to facilitate communication between subcommittee members. 5. Meeting Schedule for Next Year The meeting location will be confirmed closer to the first meeting on August 24th. Maurice Loontjens has offered the use of the town hall, so the meetings will most likely be moved to this location. The meeting dates will be as follows: August 24th September 14th October 12th November 16th December 14th February 15th March 15th April 19th May 17th Tom Dougan stated that when the coalition reconvenes on August 24th, the first 30-45 minutes of the meeting will involve individual subcommittee meetings. Following these meetings, the steering committee will meet to discuss subcommittee and public forum issues. |
