Public libraries:
place articles in the local newspaper, perhaps have an ongoing column about the resources.
invite town officials, board members and the whole community to use the resources.
have the local newspaper write a series of articles about your library and virtual library.

Special libraries:
place articles in the organization's newsletter.

create webographies for specialty areas within the organization and publicize them using the methods above.
advertise your virtual library through the Special Library Association.
Get your URL know by including it on:
library stationary.
staff business cards.
all recall and overdue notices.
all library flyers and posters.
any mailings you regularly send to users.
advertisements in local newspapers and newsletters.
your library yellow page listing.
staff or library e-mail signature files.
