Resolution of the International Round Table on Combating Trafficking in Women and Children with the Purpose of their
Sexual Exploitation and Involvement in the Sex Industry

The participants of the International Round Table discussed the reports and presentations and considered a number of political, legislative, social, economic, medical and demographic issues, directed at finding ways of preventing the anti-social phenomenon as trafficking in women and children,

based on the provisions of the Constitution of Ukraine (Articles 21 - 63);

acknowledging that General Declaration of Human Rights (1948), which declared the freedom of people to life, freedom and personal security, is binding for Ukraine;

based on the modern international legal philosophy;

taking into consideration the experience of foreign criminal legal systems and NGOs working in the sphere of preventing trafficking in women and children;

acknowledging the imperfection of criminal legislation in force, economic instability of the society, negative social, medical, moral, psychological, demographic consequences of the society, absence of real social prevention work and;

with the purpose of prevention of crime related to trafficking in human beings

 determine as necessary:

1. To develop on the state level a unified concept of legal, organizational, social, psychological and pedagogical means for prevention of criminal acts, related to trafficking in women and children with the purpose of their sexual exploitation and involvement in the sex industry.

2. To increase the activity of prevention entities, in particular, law enforcement and society, as well as coordination of such activity.

3. To study the present condition of criminal mechanisms of trafficking in women and children with the purpose of their sexual exploitation (characterize the victims, traffickers, determine the links between trafficking in women and children, drug trafficking and other forms of organized crime).

4. To study the relations of traffickers in women and children with international criminal networks and show the routes of trafficking women and children out of Ukraine

5. To determine the relations between sex industry in Ukraine and international trafficking in women and children and characterize such relations within the regions of Ukraine and points of transit.

6. Define the social portrait of victims of trafficking and relative “risk groups” for conducting further prevention work.

7. Taking into consideration the great number of socially dangerous consequences of trafficking in women and children, to develop social, pedagogical and psychological, therapeutic techniques on issues of preventing negative phenomena, such as drug abuse, alcoholism, sexually transmitted diseases, and suicide.

8. To distribute information to the population about typical situations related to trafficking in women and children inside and outside Ukraine, about the most typical forms of victim’s behaviour and means of defense.

9. To introduce a system of consultative assistance on psychological, pedagogical and social, legal issues for different categories of the population, paying special attention to minors, their parents, teachers and persons, who has become the victims of trafficking.

10. To conduct prevention work in the form of discussions, lectures, video program and other forms on problems of drug abuse, alcoholism, sexually transmitted diseases, etc. To distribute such information in leisure sites and resort areas.

11. To create special services at the local administrations for providing different types of psychological, pedagogical, legal, psychotherapeutic, and medical assistance to the persons suffered from physical, sexual and moral violence, with the purpose to prevent their social exclusion from society.

12. Within the US-Ukrainian Research Partnership Program (trafficking in women and children section) to recommend to establish the “hot-line” telephone service at Zaporizhia State University, Department of Criminal Law and Justice, for obtaining the information from victims, relatives and witnesses of cases of sexual exploitation.
