Staff & Instructors

Classes offered through the NE Onsite Wastewater Training Program are taught by NE OWTP staff, experienced onsite wastewater practitioners, regulators from the Rhode Island Department of Environmental Management and RI Coastal Resources Management Council, members of the Consortium of Institutes for Decentralized Wastewater Treatment, and faculty members of the URI Department of Natural Resources Science.

New England Onsite Wastewater Training Program Staff Biographies

David Kalen
David Kalen has extensive experience with site evaluation, fieldwork, design and permitting of septic systems in Rhode Island. He also has innovative and alternative system operation and maintenance experience, and is a RIDEM Class I Licensed Designer and Class IV Soil Evaluator. He joined the URI Cooperative Extension OWT Center staff in early 2004, where he has successfully developed and helped deliver several new and existing continuing education courses.

George Loomis
George is a Research and Extension Soil Scientist and the Director of the URI Onsite Wastewater Training Center. He has nineteen years experience in siting, design, operation and maintenance, and research in conventional and alternative septic systems. George served on the several committees involved with developing the Rhode Island Septic System Check Up, and is a member of the Rhode Island DEM Technical Review Committee and Septic System Task Force. George co-developed the Rhode Island sand filter guide and bottomless sand filter guide for RIDEM.

Lindsay Millett
Lindsay is a Graduate Teaching Assistant in the Communications Department at the University of Rhode Island. She holds a B.A. in Public Relations with a minor in Public Policy from SUNY Oswego. She is currently the Training Coordinator at the NEOWTC.
