Summary of Wastewater Management Program and Current Results

Ordinance Overview
1996 Wastewater management ordinance established inspection and maintenance program.

1998 Zoning amendment (Section 506) established treatment standards for onsite systems based on location and soil conditions. Also mandated cesspool upgrades and installation of access risers and effluent filters by 12/31/05.

Inspections, Maintenance, and Upgrade Requirements
Town Inspector performs all inspections.

Maintenance regulations for enhanced treatment systems being developed.

Upgrades of cesspools and addition of access risers and filters mandated by 12/31/05.

Treatment Standards
Performance based treatment standards in place since 1998. Advanced treatment (T2) required based on location in shoreline buffers, drinking water sources and soil types.
Management of Alternative Systems
Locations and configuration of alternative systems now in tracking system.

Annual operation and maintenance agreement required for any system with a pump.

Detailed maintenance regulations being prepared.

System Inventory and Tracking
Web-based tracking program in place.

35 of 1268 systems still need first maintenance inspections to disclose condition and configuration.

Education and Outreach
Extensive public education (local newspaper, letters to property owners, information program for renters, day trippers, and boaters, etc.)

Local newspaper 2005: 25 articles, multi-issue 1/8 page ad campaign “Countdown to 12-31-05”, 5 – 1/8 page ads by service suppliers and installers.

Enforcement Provisions
Enforcement provisions of WWM ordinance strengthened 12/7/05.

Public education and property owner rebates prior to 12/31/05.

Post 12/31/05 notices of violation being issued to be followed by fines as appropriate.

Administration
Town Building Official and Sewer Commission.

Island Steering Committee – 5 members appointed by and responsible to the town council.

Staffing
Town Office of Water Management – Part time Waste Water Management Inspector, part time Wastewater Management Administrator, with support from GIS and other town functions.
Budget and Finance
General town budget will include $50,000 annual after EPA Demonstration Project ends.

Projected 2006 budget of $87,573.00 (Town pays for the inspections).

Funds will be deducted by town’s general fund.

Financial Aid to System Owners
No Cost inspections by town.

No Cost for uncovering tank by town for 1st inspection.

Low Cost CSSLP loans by State. $250,000 at 4% loaned to date; additional $250,000 at 2% available.

Town had a $350 rebate for all property owners, and $1,000 rebate for low/fixed income property owners to comply with the riser and filter upgrades prior to the 12/31/05 deadline.

Rebates issued to date - $450,000 (funded by EPA Demonstration Project).
