About the Meeting

Ocean State Clean Cities' next formal stakeholder meeting will focus on the Rhode Island Savings and Independence Advisory Commission. This will be a forum to learn more about the goals and vision for the Commission, and exchange ideas for making the Commission highly effective. Your feedback can help Rhode Island meet the target of reducing petroleum consumption by 30% by 2030 and 50% by 2050.

In order to serve the coalition's mission, this meeting will be focusing on petroleum reduction for the transportation sector. This can include reduction of vehicle miles travelled (VMT), fuel economy, and alternative fuels. Also, please let your interested colleagues know about this event. RSVP is preferred.

Discussion Moderator: Robert Morton

Ocean State Clean Cities Board President

Founding member of of Newport Biodiesel LLC.

Dr. Morton spent the majority of his career as a Marine Scientist with extensive experience in applying project and business management principles to execution of many large and small programs. Dr. Morton began his career at the Naval Underwater Systems Center (NUSC), where, over a 15 year period, he was Chief Scientist and Program Manager on many projects supporting weapons systems development and was responsible for a major environmental program to support the launching of the 688 and Trident Class Submarines in Groton, CT. In 1979, Dr. Morton left NUSC and started the Marine Science & Technology Operation of SAIC in Newport, RI. During more than 20 years as the manager of that operation, Dr. Morton was responsible for business management as well as technical marketing and project management of a broad range of scientific and operational programs. In 2001, Dr. Morton retired from his position as Manger of the Newport Office and became a consultant supporting a variety of technical companies. In 2007, he became a founding partner of Newport Biodiesel LLC, a small business focused on production of biodiesel from recycled Waste Vegetable Oil. At this time he continues to work as a consultant for SAIC and as the Business Manager for Newport Biodiesel.

Channing Jones

Field Associate at Environment Rhode Island

Channing joined Environment Rhode Island in August 2011. Originally from the Seattle area, he moved to New England in 2005 to attend Amherst College, where he majored in Economics and began his involvement in environmental advocacy. After graduation Channing pursued an interest in sustainable agriculture as an apprentice on a small sheep and goat dairy; he then spent a year abroad in

China teaching English and learning Chinese. Channing is excited now to be back in New England and making Providence his home. His work focuses on vehicle efficiency standards and other policies to reduce oil dependence and promote a green economy, pollution and litter reduction in Narragansett Bay and off Rhode Island's coasts, and other pressing local and national environmental challenges.

Deborah Ruggiero

RI State Representative

State Rep. Deb Ruggiero, representing Jamestown and Middletown, is in her 2nd term serving as a deputy majority leader. She chaired the Small Business Renewable Energy Committee, sponsored the SAFE SCHOOL ACT to prevent bullying in RI, co-chair of Economic Development of the Ports in RI, and serves on House Committee for Health, Education and Welfare.

Deb is a broadcast executive who helps clients with their advertising and marketing communications. She is the creator and host of the winning radio show, AMAZING WOMEN which airs on Sunday mornings on WPRO AM at 8:30am

She is a founding board member of the Women’s Fund of RI, past president of the board of the American Lung Association of RI, a Rotarian, and an adjunct faculty member at Providence College teaching Broadcast Advertising.

She lives in Jamestown and enjoys golf and cooking.


Lou DiPalma

RI State Senator

Louis P. DiPalma was born on April 20, 1961. He is married to Margaret and they have two children, Kellie and Abigail.

He attended the University of Bridgeport, CT  in 1983 BS in Computer Engineering and Brown University 1989 with an Sc. M. in Computer Science.
