Joint Strategic Planning Committee

Attendance: Robert L. Carothers, Beverly Swan, Tom Dougan, Bob Beagle, Robert Weygand, Judy Beckman, Faye Boudreaux-Bartels, Celest Martin, Michael Rice, Bill Rosen, Ann Morrissey, Earle Degraphenried and Soledade Surrette.

Ms. Morrissey announced that President Carothers would arrive at 11:00 a.m. and that he had requested that she ask the members of the JSPC to continue the discussion of Values.

Values Discussion: The JSPC's working draft on "University of Rhode Island Values" served as a basis for the discussion. As the draft was reviewed, suggestions were made for modifying it. Ms. Morrissey agreed to revise the draft and bring it back to the committee for consideration at their next meeting.

Implications of Current and Future Trends for URI: President Carothers arrived at 11:00 a.m. Using a series of power point slides, President Carothers provided the committee with information about trends that could affect higher education in general and the University of Rhode Island, specifically. He explained that the JSPC should have as much information as possible about trends and changes in demographics both nationally and within the state as a basis for strategic planning.

The data President Carothers used for his presentation came from studies by the Education Commission of the States and from Rhode Island data gathered by Commissioners McWalters and Warner. Among the trends identified were forces within and outside higher education, changes in population, diversity, high school graduation rates, college enrollments, as well as changes in the economy and policy at both the national and state level.

Development of future agenda: It was agreed that the Agenda for April 1 would include an overview of Capital Projects by Mr. DePace and that the proposed FY '06 budget would be on the Agenda for the second meeting in April.

Senate Chairperson Beckman thanked Ms. Morrissey and Ms. Orabone for providing members of the JSPC with information in advance and asked that Mr. DePace make his materials available in advance as well.
