Joint Strategic Planning Committee

Minutes: The minutes of the February 26, 2004 meeting were approved.

Values Statement: The final Values Statement was approved as distributed.

Capital Projects Update: Paul DePace provided the committee with an overview of the CIP projects as organized into 4 categories. The categories were projects funded in the Capital Improvement Plan 2005-2009; projects awaiting funding in the CIP 2005-2009; new projects with sources of funding, and new projects that need to be discussed and prioritized by the JSPC.

Paul DePace proceeded to give a specific overview of projects awaiting funding in the Capital Improvement Plan (see handout distributed). A correction was noted with regard to the Whispering Pines project estimate that would make this project a $4M total project. He proceeded to give an overview on the new projects for discussion. A question was asked about how new projects, which are not part of the CIP, get added to that plan within the same year. Mr. DePace replied that as circumstances change which mandate (i.e. code regulations) or require updates/changes to the plan, these are incorporated.

Another project under discussion was the Fine Arts building rehabilitation, which would move up the priority list because the funding was less than the President realized.

Professor Boudreaux-Bartels cautioned about projects such as the golf learning center and public perception. Consideration should be given to how this project fits with the mission of the university and the implications to generate public support. Also, funding will need to be clarified in a more informed context.

After much discussion, the JSPC decided that placing these new projects into 4 different categories will be helpful to discussion on prioritization. Those categories were articulated as follows:

  • Public Safety Imperatives -- Projects that must be done such as rehabilitation projects and fire code issues.
  • Academic Enrollment/Accreditation driven facility -- Projects that the facility has outgrown its space and the current use of the program and potential program expansions.
  • Program Synergy -- Projects that would generate viable future synergy collaboration.
  • Public/Private partnerships -- Projects that would generate revenue.

JSPC meeting schedule: Ms. Morrissey stated that the JSPC should decide if they need to meet over the summer. Chairperson Beckman also stated that the Faculty Senate would be doing an evaluation of the JSPC at their April senate meeting.

Next meeting: Due to scheduling conflicts, it was decided to cancel the April 29 JSPC meeting and reschedule it for May 5 at 2:00 p.m. The discussion will be on the '06 budget and a brief follow up to the Capital Improvement Plan.
