This problem originates when trying to utilize the "Download results in: Excel Spreadsheet" or the Excel download Icon after upgrading to Office 2003. When the User clicks the "download" button in the File Download dialog box, the Excel Menu bar at the top of the spreadsheet no longer works. This may be caused by a corrupted Excel menu bar file in the user's profile (path located below):
C:\Documents and Settings\<Username>\Application Data\Microsoft\Excel\Excelyy.xlb,
Where yy is 10 or 11. Closing Excel and deleting the file or files corrects the problem. Excel recreates the file if necessary. In some cases, it may be necessary to have the user log out and log back in.
