Melbourne Resolution for Joint-Education of the Global U7 Consortium
The Education Committee (henceforth, the Committee) of the Global U7 Consortium (GU7) has accepted its mandate from the Council of Presidents in facilitating bilateral and multilateral cooperation for joint education in the fields of Global Logistics, Business Administration, Marine Affairs and Advanced Technologies such as information technology, bio-technology and nano-technology.
Dr. Seoung-Yong Hong, the President of Inha University and also as the Chair of the Council of Presidents opened the meeting suggesting five proposals for the Committee consideration such as: (1) sharing information on member institutions education programs; (2) encouraging student mobility through flexible fee and innovative exchange arrangements; (3) developing a range of staff exchange programs; (4) introducing certificate programs in the name of GU7; and (5) jointly developing the International Language Training Center at Songdo New Town, in Incheon, Korea by member institutions.
The purpose of this Joint-Education Committee meeting is to promote joint-education activities among member institutions of the GU7 under the auspices of the Council of Presidents. The Committee adopted a number of projects to ensure the success of the joint-education among member institutions.
First, the Committee adopted its Terms of Reference to clarify the Committee mission, functions and responsibilities, core terms of reference, membership, quorum, frequency of meetings and reporting system as detailed in Annex I of this resolution.
Second, Inha University will upgrade the GU7 website to share information on member institutions education programs. Member institutions will send detailed website addresses on their respective education information to the Chair of the Committee and the Secretariat by the end of November 2004. The information should include general education processes and specific ones in the fields of Global Logistics, Business Administration, Marine Affairs and Advanced Technologies such as information technology, bio-technology and nano-technology.
Third, the Asia Pacific School of Logistics (APSL) of Inha University will establish a Global U7 Master of Logistics Administration (GU7 MLA) program from September 2005 in collaboration with member institutions. Professor Oh Kyoung Kwon from Inha University and Professor Booi Kam from RMIT University will jointly prepare a working paper for this GU7 MLA by the end of December, 2004. Member institutions will send Professor Kwon and Professor Kam their contributions to the development of this program by the end of November 2004. Details for the proposed program will be outlined in Xiamen, when the First Building Administration Capacity meeting will be held in conjunction with the second Joint-Education Committee meeting in February 2005. Other matters relating to joint-education activities at the graduate level, as noted in Annex II, will be pursued after the launch of the GU7 MLA program.
Fourth, member institutions agreed to actively explore ways to engage in bilateral arrangements for credit transfer, staff and student exchanges, and collaborative management of courses for degree offerings, as noted in Annex III. Inha University and RMIT University will commence negotiations to establish degree offerings in Global Logistics.
Fifth, member institutions agreed to support Inha University to develop the Language Training Center at Songdo New Town, in Incheon Korea, as stipulated in the Incheon Declaration. By the end of December 2004, member institutions will provide information on resources in English, French, Korean, and Mandarin that they may make available to support the Center, including staff resources and supply of students.
Sixth, the Committee agreed to report back their positions about pending issues of joint education to its second meeting in Xiamen during February 2005.
The Committee elected Associate Professor Eveline Fallshaw, Dean of Academic Development, RMIT Business of RMIT University as Chair for the next three years.
The Committee recorded its appreciation to RMIT University, Vice Chancellor Professor Chris Whitaker and staff for hosting the First Meeting of the Joint Education Committee Meeting. The Committee also expressed special thanks to Associate Professor Booi Kam and Emeritus Professor Peter J. Rimmer.
This resolution will be submitted to the Council of Presidents for approval and distribution to member institutions.
