Third Joint-Education Committee Meeting

Le Havre Resolution
(26 to 28 June 2006)

 

1. The Joint Education Committee recommended that Inha University assumes a lead role in establishing an Advanced Technology (AT) (including nanotechnology [NT], biotechnology [BT], and information technology [IT]) Task Force spearheaded by Professor Choul-Gyun Lee, and supported by nominated members from other GU8 universities, to coordinate a pilot for the following joint activities, in cognizance of the importance of one-to-one relationships as the precursor to successful collaboration in research and graduate education

i) organizing a technical seminar series to broadcast seminars on AT to all member universities, with contributions from three or more GU8 institutions and through:

a) real-time video-conference; and
b) web-based asynchronous conference;

ii) planning a program of face-to-face workshops and seminars on AT for 2006 and 2007 to promote information exchange on research, and on teaching and learning activities in these areas;

iii) developing a joint curriculum for one or two postgraduate courses on AT to be team-taught by faculty of GU8 member universities under an intensive workshop mode.  These would also be offered online to enable students of member universities to engage in e-class (online) distance learning; and

iv) scheduling a program of faculty and student exchange in the AT area to enable the development of one-to-one relationships between faculty to explore opportunities and to engage in joint research.

 

2. The Joint Education Committee recommended that each member university nominates an appropriate contact person to coordinate communication about all GU8 activities, i.e., joint education, joint research, and building administrative capacity, on behalf of their university.  Members of the Joint Education Committee were requested to give due consideration to the role expected of the nominated coordinator when making a recommendation.  Member universities should forward the name of the nominated person to the Secretariat before the next GU8 Council of Presidents meeting in September 2006.

 

3.  The Joint Education Committee endorsed Inha University proposal for promoting student exchange via language training as follows:

  •        URI / UW / RMIT / Inha High School Student Program for English;
  •         Xiamen / Meiji / UW / Inha High School Student Program for Chinese;
  •         Meiji / Inha / Xiamen / UW High School Student Program for Japanese;
  •         Summer and Winter language training for undergraduate students at URI and Xiamen.

The Committee requested member universities to explore further possibilities regarding student mobility which would be facilitated by these activities. Contributing universities are requested to provide regular progress reports.

 

4. The Joint Education Committee reaffirmed its commitment to supporting the development of bilateral agreements among member universities to increase the number of exchange students. This should reflect the prior commitment that tuition fees for up to 3 students will be exempted and the remaining 7 students will pay fees at a favourable rate.

 

5.  The Joint Education Committee welcomed the development of the 3+1 dual degree program in logistics and supply chain management between Inha and RMIT and agreed that this model should be explored by other GU8 partners.

 

6. The Joint Education Committee welcomed the scholarship to be provided by the Graduate School of Logistics at Inha University to one student from each member university applying to the Master of Global Logistics Management program.

 

7. The Joint Education Committee recommended that member universities consider the possibility of offering scholarships to students from GU8 universities following the model of The Juris Doctor Professors Scholarship offered by RMIT to Law students from the University of Le Havre. These should focus on the four fields of study identified by GU8 since its first meeting, namely Global Logistics, Marine Affairs, Advanced Technology, and Business Administration.

 

8. The Joint Education Committee confirmed its current focus on collaboration on graduate education with a view to expanding its activities to undergraduate education in the future.

 

9. The Joint Education Committee agreed that GU8 universities should encourage and facilitate faculty exchange from member universities, including spending their sabbatical leave and short-term visits at member universities.

 

10. The Joint Education Committee recommended that an educational hub be set up for each of the following four fields of study as follows:

  •         Global Logistics: Graduate School of Logistics at Inha University;
  •         Marine Affairs: Department of Marine Affairs at University of Rhode Island;
  •         Advanced Technology: Department of Biotechnology at Inha University;
  •         Business Administration: UW Business School at University of Washington.

 

11. The Joint Education Committee recommended that the Secretariat compile and circulate a glossary of terms covering undergraduate and postgraduate degrees used by member universities of GU8, as per the recommendations of the Second Joint Education Committee meeting.

 

12.  The Joint Education Committee recommended that the Secretariat review the existing GU8 web-site to ensure comprehensive and accurate information is available for members and also to ensure the site clearly represents the vision and rationale of GU8 to non-members who visit the site.

 

13.  The Joint Education Committee welcomed the following:

  • Inha University offer to host the Business Administration Forum to develop joint education and research on October 23-24, 2006 in Incheon;
  • The University of Rhode Island offer to host the Marine Affairs Forum in the USA in 2007 to develop joint education and research;
  • RMIT offer to host the 4th Joint Education Committee meeting in Melbourne in September 2007.
