Position Description

TITLE:                                (Repost) Research Associate/Data Analyst III

DIVISION:                        Academic Affairs (CELS)

REPORTS TO:               Dean, CELS Director, Finance and Administration – CELS Principal Investigator(s) and/or Research Staff

GRADE:                             12

SUPERVISES:                 Senior Information Technologist, Research Assistants, Writer, Support Staff, Graduate and Undergraduate Students

BASIC FUNCTION:

Work closely with Dean, Director, Principal Investigators and/or research   staff to plan and implement the use of electronic methods/media in acquiring, managing, and disseminating information in order to advance the teaching, research, and outreach mission of CELS and its Land Grant Programs. Act as the principal resource person for the College in all aspects of electronics data processing.  Work independently and provide guidance and recommendations to the Dean, Director, principal investigators, and the departments.  Plan, design, develop, and launch efficient research, outreach and business operation systems in support of core organizational functions and research efforts/processes of the College.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Advise the Dean and Director on all matters relating to electronic communications and computer systems utilization in support of teaching, research, and outreach efforts of the College.  Evaluate and implement new technology, regularly updating the College with current information services, protocols, and paradigms.

Provide database development and support for college-wide on-line and systems-based applications.  Write programs to reformat data and computer figures, and generate reports.  Prepare major portions of the CELS annual reports and newsletters, and provide database information and graphic designs.

Work with research principal investigators to support electronic communications aspects of research projects.

Integrate existing databases to support management reporting for the academic, research, and outreach units of the College.  Respond to data  and electronic communications requests throughout the College.

Evaluate business practices to promote the migration to a paperless office.  Manage the development of database-driven, internet-based forms for all units within the College, utilizing business and operational analysis techniques.

Maintain Web servers and security for CELS, including Ethernet hubs and IP address assignment.  Troubleshoot network failures.  Plan and implement changes in configuration, and, as needed, work with OIS/NTS on work issues.  Maintain Windows share IP server.  Define and implement access security.  Evaluate, select, and install backup software.  Configure and monitor daily backup of shared storage.

Support electronic proposal submissions, required particularly for the Land Grant programs.  Monitor, evaluate, and implement changes as necessary.

Select all equipment and software, perform installations and upgrades, instruct and assist staff in the use of new computer hardware, operating systems, and application programs.  Provide support for both Apple Macintosh and Windows operating systems.  Provide support for word processing, spreadsheet, graphics, portable document creation, World Wide Web client, optical character recognition, and image capture software.

OTHER DUTIES AND RESPONSIBILITIES:

Act as interface between the CELS and other campus computing facilities and the University’s Web team.  Work with all College units on electronic and Web-based issues and training.

Project equipment and software requirements, evaluate products, and estimate costs.  Advocate for planner incremental hardware and software improvements.  Maintain hardware and software inventories.

Work with the College’s Senior Information Technologist to troubleshoot   and correct hardware and software failures.  Arrange for equipment repair or replacement as needed.  Develop and maintain expertise in accessing Internet-based vendor technical support.

Perform additional duties as required.

LICENSES, TOOLS AND EQUIPMENT:

Personal computers and printers; word processing, database management, and project management software; designing tools -- Photoshop, Flash.

ENVIRONMENTAL CONDITIONS:

This position is not substantially exposed to adverse environmental conditions.    

QUALIFICATIONS:

REQUIRED:  Master’s degree in computer science or information technology; minimum of three years of experience in an information technology position with substantial experience in database design, development, and administration; prior experience in information technology support for research, outreach, and academics in a higher education environment; demonstrated experience in developing database applications for large federally-funded research projects and outreach activities; experience with architecting, developing, deploying, and supporting Web-based database-driven and report-generating applications, and in following development methods, techniques, and standards applications; demonstrated experience in designing, coding, implementing, testing, administering, and maintaining .NET sites; demonstrated experience with Web server administration; proficiency in operating systems, networking and communications (TCP/IP); proficiency in operating infrastructure (hardware, databases, operating systems, local area networks (LANS), etc.; ability to communicate clearly and precisely with faculty, staff, and business analysts; strong interpersonal skills; demonstrated ability to perform duties and responsibilities independently; ability to plan, prioritize, and organize work schedule to maximize performance.  PREFERRED:  Demonstrated experience in advanced Microsoft.NET technologies (C#.NET, ASP.NET, ADO.NET, SQL server and Crystal reports); strong analytical, organizational, and problem solving skills; ability to multi-task in fast-paced environment.

Salary Range: $54,647-$68,969
