                                 Position Description

 

TITLE:            Personnel Assistant

 

DIVISION:         Business and Finance

 

REPORTS TO:       Director, Personnel Services

 

GRADE:            07

 

BASIC FUNCTION:

 

Manage the day-to-day operation of the Board of Governors’ (BOG) Medical Retirement and Life Insurance Plans for eligible employees and retirees.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

Coordinate the BOG Medical Retirement Plan billing for eligible employees and retirees at the Office of Higher Education, Office of Elementary and Secondary Education, University of Rhode Island, Rhode Island College and Community College of Rhode Island. Establish and maintain billing procedures, including a database support system for the maintenance of health insurance group bills and individual retiree billings for health and life insurance.

 

Develop, monitor and reconcile carrier/retiree health insurance, life insurance and COBRA bills for all plan participants. Work with information technology consultants to create and implement ongoing systems plan modifications consistent with both Board of Governors and health care providers’ regulations.

 

Assist in setting up retirement sessions with BOG employees who are eligible for the BOG Retirees’ Medical Retirement Plan, and are in the process of retiring.

 

Advise and counsel University employees and retirees at CCRI, OHE, RIC, and URI on a wide range of issues regarding BOG Medical Retirement Plan benefits.

 

At URI, assist employees in the enrollment and transactions process for the Supplemental Retirement Annuity (SRA) Program.

 

Coordinate and participate in the annual system-wide Open Enrollment Drive for retirees.

 

Responsible for maintaining and monitoring required BOG Medical Retirement Plan records.

 

Keep abreast of current relevant State and Federal regulations and consult on and make recommendations regarding matters not covered by established procedure.

 

OTHER DUTIES AND RESPONSIBILITIES:

 

Verify and analyze statistical data, to include the preparation of tables and charts.

 

Maintain a strong working relationship with other departments, BOG employees and BOG retirees, and benefits plan providers and ensure accuracy, expediency and conformity to all practices and procedures regarding the administration of the BOG Medical Retirement Plan.

 

Perform additional duties within the URI Office of Human Resource Administration as assigned.

 

LICENSES, TOOLS AND EQUIPMENT:

 

Personal computers, printers; word processing, database management and spreadsheet software.

 

ENVIRONMENTAL CONDITIONS:

 

The incumbent is not substantially exposed to adverse environmental conditions.

 

QUALIFICATIONS:

 

College degree or post-secondary business school certification (or equivalent) required.  The following are also required: at least two years of experience as an administrative assistant including experience with health care plans and related benefits, preferably in an institution of higher education; accounts payable experience; strong computer skills, including word processing, spreadsheet (preferably Excel), and database; excellent interpersonal skills, and written and oral communication skills.
