                            Position Description

 

TITLE:      Assistant Director, Rhode Island Sea Grant College Program

 

DIVISION:   Graduate School of Oceanography

 

REPORTS TO: Director, Rhode Island Sea Grant College Program

 

GRADE:      14

 

SUPERVISES: RI Sea Grant Program Management Staff

 

BASIC FUNCTION:

 

To assist the Director in the management and administration of the research, education, outreach, and legal programs of the Rhode Island Sea Grant College Program in its multiple locations in Narragansett, Kingston, Bristol, and Providence.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

Serve as chief of staff for the Rhode Island Sea Grant Director to ensure the best possible performance of program management staff in its multiple locations (i.e., Narragansett, Kingston, Bristol, and Providence) via development and allocation of program management’s administrative and human resources.

 

Serve as the fiscal officer for RI Sea Grant Program to ensure proper federal, state, URI, and other Rhode Island universities’ execution of RI Sea Grant grants and contract accounting responsibilities.

 

Manage all aspects of the Omnibus research competition.

 

Review and evaluate the performance of all RI Sea Grant grant-funded programs and staff.

 

Develop strategic and implementation plans as required by federal agencies and RI Sea Grant, and pursue their implementation.  Administer RI Sea   Grant Program Development grants.

 

Develop comprehensive databases and evaluation structures, and compile and submit all required federal, state and University reports on the progress    and impact of RI Sea Grant research, extension, communications, and education projects.

 

Prepare and distribute RI Sea Grant’s requests for proposals, evaluate pre-proposals and full proposals submitted to RI Sea Grant via execution of a well-designed, electronic peer review process.

 

Prepare and submit RI Sea Grant’s institutional omnibus proposals, proposals for special National Sea Grant competitions, and other proposals to other funding and management entities as appropriate.

 

Administer graduate and undergraduate fellowship programs, including the Knauss Marine Policy Fellowship, the National Sea Grant Industry Fellows   Program, the National Marine Fisheries/National Sea Grant Graduate Fellowship Program, the URI undergraduate Coastal Fellows Program, and the new Sea Grant Diversity Fellows Program.

 

OTHER DUTIES AND RESPONSIBILITIES:

 

Assist in the development and promotion of the URI Urban Grant/Rhode Island Sea Grant partnership for urban coastal management research, outreach, and education.  Oversee the newly established Sea Grant/Urban Grant “Urban Coasts Office” located in the URI Feinstein College of Continuing Education in Providence, RI.

 

Assist in the preparation and submission of research and outreach proposals to other public and private funding sources for work consistent with and/or in support of RI Sea Grant programs and initiatives.

 

Assist in the development of grant proposals for National Sea Grant and other funding sources to enhance the capacity, reach, and diversity of the University’s coastal and marine research, education, and outreach programs.

 

Perform additional duties as requested.

 

LICENSES, TOOLS AND EQUIPMENT:

 

Personal computers, printers, and word processing, database management, and spreadsheet software.

 

ENVIRONMENTAL CONDITIONS:

 

Position is not substantially exposed to adverse environmental conditions.

 

QUALIFICATIONS:

 

Required:  Ph.D. in a marine environmental science; experience in competitive research, education and outreach proposal preparation; minimum of five years of grants management experience; excellent written and oral communications skills; demonstrated ability to work effectively with administrators and technical experts from a wide variety of marine policy, economics, and oceanographic disciplines; strong familiarity with the National Sea Grant Program and Sea Grant university academic institutions;     an interest in, and knowledge of, a wide range of marine environmental      issues of importance to the Sea Grant mission; ability to organize, coordinate, and supervise support staff; demonstrated appreciation for attention to details and deadlines crucial for RI Sea Grant’s management; ability to use word processing, spreadsheet, database and graphics software for Macintosh and Windows computers; familiarity with all forms of modern electronic communication and information systems. Experience as an effective speaker before review panels, research groups, legislative committees, and the public desired. Must be licensed and able to drive, able to fly on regularly scheduled commercial aircraft, and be available for occasional extended overnight travel.
