                        Position Description

 

TITLE:            Coordinator, NBC/Fiscal Management

 

DIVISION:         Academic Affairs (GSO)

 

REPORTS TO:       Assistant Dean, GSO/Administration

 

GRADE:            12 

 

SUPERVISES:       May supervise technical and support staff and

                  students

 

BASIC FUNCTION:

 

Provide budget management support to the Graduate School of Oceanography (GSO) Dean; make budget recommendations to assist

the Dean in defining and implementing program goals, policies and procedures; and coordinate budget and account

administration with other University units.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

Provide budget approval for all procurement and personnel transactions on all Narragansett Bay Campus (NBC) state,

overhead, rate and private accounts, and on all NBC funds held by the URI Foundation.

 

Plan, prepare and present all NBC state and overhead budgets to the Dean and Dean's Budget Group for review.

 

Reconcile and analyze all NBC state, overhead and rate accounts on a monthly basis, and prepare expenditure and

revenue projection reports.

 

Reconcile and analyze all NBC Foundation funds on a quarterly basis, and prepare expenditure and revenue reports.

 

Act as liaison to URI Budget, Provost, Controller, Foundation and Human Resources offices regarding NBC fiscal matters.

 

Compile and maintain reports on GSO faculty and marine scientists' overhead earnings, GSO faculty startup funds, NBC

grant match obligations, and other reports as requested.

 

Accept and prepare for deposit all private gifts to NBC programs and endowments, and send out appropriate

acknowledgments.

 

Make recommendations to GSO Student Office regarding amount of private funds available for student awards and fellowships,

and process paperwork for distribution of same.

 

Approve requests and process paperwork for salary advances made available from GSO Dean's discretionary private funds.

 

Interpret and provide advice regarding URI budget, accounting and personnel regulations and constraints to GSO faculty,

staff and students.

 

Provide support to Academic Affairs, ensuring compliance by GSO faculty and staff with prescribed Federal, State, and

institutional policies and procedures, including adherence to generally accepted accounting principles.

 

Serve on various NBC and URI committees as required and/or requested.

 

OTHER DUTIES AND RESPONSIBILITIES:

 

Provide administrative support to the Friends of Oceanography and GSO Alumni executive boards, and to the Narragansett Bay

Classroom and JASON programs, in business and fiscal matters.

 

Compile and maintain information on NBC employees' length of service, and coordinate annual employee recognition event.

 

Provide Notary Public services to the NBC community.

 

Perform other related duties as required by the GSO Dean, Assistant Dean, and Business Manager.

 

LICENSES, TOOLS AND EQUIPMENT:

 

Personal computers, printers; word processing, database management and spreadsheet software.

 

ENVIRONMENTAL CONDITIONS:

 

The incumbent is not substantially exposed to adverse environmental conditions.

 

QUALIFICATIONS:

 

Bachelor's degree in a science or business-related discipline with seven-plus years of increasingly responsible professional experience in complex business/administrative logistical support required.  Excellent oral and written communication skills and demonstrated knowledge of budgetary processes and analyses required. Strong administrative and organizational skills and demonstrated ability to work independently and effectively required.  Must be proficient in use of computer spreadsheet, database, and word processing programs (Macintosh versions preferred), with the ability to synthesize complex information and produce reports in a clear, concise manner.
