Biographical or Historical Information

Claiborne deBorda Pell was born on November 22, 1918 in New York City to Matilda Bigelow Pell and Herbert Claiborne Pell. The Pell family lineage includes five members of Congress and George Mifflin Dallas, who was Vice President to President James Polk, 1845-1849. Senator Pell's father served as a United States Congressman from New York, 1919-1921, as well as Minister to Portugal, 1937-1941, Minister to Hungary, 1941-1942, and a United States Representative to the United Nations War Crimes Commission 1943-1945.

Senator Pell attended St. Georges High School in Middletown, Rhode Island, graduated from Princeton University in 1940, and received a Masters degree from Columbia University in 1946. He joined the United States Coast Guard four months before the bombing of Pearl Harbor and the start of World War II. Senator Pell continued his service after the war and attained the rank of Senior Captain in 1978.

After graduating from Columbia University, Pell participated in the San Francisco Conference that culminated in the creation of the United Nations and established the United States Consulate General in Bratislava, Czechoslovakia after the communists seized control of that nation. Senator Pell then served as a State Department Foreign Service Officer stationed in Eastern Europe and Italy for seven years.

After leaving the Foreign Service, Pell served as Vice President for the International Rescue Committee. He was stationed in Austria and assumed responsibility for assisting refugees from the 1956 Hungarian Revolution. During this time, Pell was arrested and placed in jail by agents from three fascist governments and three communist governments. In 1959, President Eisenhower appointed Pell to the delegation meeting on the International Maritime Consultative Organization. Senator Pell has received more than 20 decorations for his service including the Presidential Citizens Medal.

In 1960, Senator Pell was elected to the United States Senate and served for the next six terms as the Senator from Rhode Island until his retirement in 1996. He won his first Senate race by the largest plurality of that time and is the longest serving Senator in Rhode Island's history. He has served as Chairman of the Senate Foreign Relations Committee and Chairman of the Subcommittee on Education. Senator Pell also served as ranking member on the Labor and Welfare Committee, Rules and Administration Committee, Executive Committee on the Environment and Energy Study, as well as the Special Committee on Aging, and the Joint Congressional Committee on Libraries and Museums.

Senator Pell's appointments included being Senate Advisor to the United States delegation to the United Nations Conference on the Law of the Sea, delegate to the 25th United Nations General Assembly (1970), Senate Advisor to the Strategic Arms Limitations Talks (SALT), and a member of the Commission on Improving the Effectiveness of the United Nations. Senator Pell also played a principle role in outlawing the placement of weapons of massive destruction on the seabed and to ensure international cooperation in protection of the environment.

Senator Pell was the principal sponsor of the 1965 legislation creating the National Endowment for Arts and the National Endowment for the Humanities. He authored the National Sea Grant College and Program Act of 1966 which provides annual funding for oceanographic studies. He is also the author of the Basic Educational Opportunity Grants (renamed Pell Grants in 1980), that eliminate financial barriers to higher education. He was a driving force in the Senate to establish the International Nuclear Forces (INF) treaty aimed at reducing nuclear weapons, in addition to authoring legislation banning the manufacture and use of biological weapons.

Senator Pell also served as a member of the Presidential Commission on Drunk Driving and was the original Senate advocate for tougher penalties against those caught driving while intoxicated. He also authored the High Speed Ground Transportation Act aimed at improving rail service including the establishment of a continuous electrification infrastructure between Washington, D.C., New York, and Boston.

Senator Pell passed away on January 1, 2009. In addition to his wife Nuala, Senator Pell is survived by his son, Christopher T. H. Pell of Newport, his daughter Dallas Pell of New York, his five grandchildren and five great grandchildren.

Scope and Content Note

The collection contains constituent correspondence, Senate Education Sub-Committee files, Senate Foreign Relations Committee records, and records from the 87th through 101st congressional sessions (1960-1996). The records include speeches, correspondence, memorandum, reports, articles, press statements, audio tape, audiovisual materials, photographs, and realia.

The collection also contains pre-senate records consisting of correspondence, memorandum, and personal papers that cover the years from 1937 through the 1959. These records document the period when Senator Pell was a student at Princeton University and as an officer in the United States Coast Guard during World War II. They also his career as a Foreign Service Officer in Eastern Europe; his appointed as a delegate to the signing of the original United Nations charter in 1945; his campaign work with the Democratic National Committee throughout 1950's; and his time as Vice President of the International Rescue Committee.

Other records include "Pell Family Papers" (1890-1996) consisting of correspondence, drawings, and photographs from Senator Pell's immediate family, relatives, friends, and colleagues. The series also contain records from Pell's childhood as well correspondence between members of his mother's family dating back to the late nineteenth century.

The records contained in Subseries I-VII were transferred to the National Archives and Records Administration (NARA) under Senate Standing Rule XXVI Committee Procedure, paragraph 10. The series contained 100 linear feet of records covering the years 1958-1990. The Education Subcommittee is a subcommittee of the Committee on Labor and Public Welfare in the United States Senate. Senator Pell was Chairman of the committee from 1969-1981, and 1987-1994.

The records were processed by the archivist before being transferred to NARA. The finding aids to these records are linked in the Subseries titles below. The records in were reboxed for shipping puroposes before being transferred to NARA. Therefore, the box numbers for these records will not correspond with the boxes that were transferred to NARA but the original folder title order was retained.

Education Amendments of 1972, S. 659, consists of the records of the Senate Education Sub-Committee. Subjects include the Education Amendments of 1972, S. 659 which was authored by Pell and would become Public Law 92318. The bill contained a wide range of initiatives including higher education grants, desegregation policies, Indian education, United States foreign service grants, and vocational education. The records consist of Senate legislation but also include House versions of this legislation and House proposals.

The series consists of twelve subseries, which are listed below, containing memoranda, correspondence, speeches, press releases, news clippings, reports, handwritten draft of memoranda and legislation, printed drafts of legislation, bills, amendments, and proposals. Also included are clippings taken from the Congressional Record regarding debates on S.659, and printer's draft legislative material consisting of clipped legislation pasted on sheets of paper containing instructions and corrections for the final copy of the bill.

Arabella Craddick Files: General File, Amendments and Legislation, Subseries I, contains records kept by Arabella Craddick, secretary to the Senate Education Subcommittee. They pertain to Senate Bill S. 659, Education Amendments of 1972 and include memoranda, correspondence, position papers, congressional record summaries, committee schedules, draft bills, amendments, and proposals 1969-1971. The folders are arranged alphabetically by subject.

House and Senate Conference Files on S. 659, Subseries II, contains records pertaining to conferences held by the Education Subcommittee on bills authored in the House of Representatives and the Senate regarding the Education Amendment of 1972, S. 659. The records consist of memoranda, correspondence, bills, press releases, notes, committee prints, and reports. The folders are arranged alphabetically by subject.

Title VII of S. 659, Subseries III, contains draft legislation and actual language of bills and amendments relating to the title VII program of the Emergency School Aid Act, S.3883. Records in this series consist of bills, mark-up language, notes, memoranda, correspondence, materials from hearings, and bills and drafts from related legislation. The folders are arranged alphabetically by subject.

Desegregation Aid Legislation Merged into S. 659, Subseries IV, contains bills and amendments for aid to schools that were in the process of racial integration as part of the provisions for S.659. The records include memoranda, correspondence, congressional record publications, reports, committee prints, notes, and legislative drafts. The folders are arranged alphabetically by subject.

Amendments, Subseries V, contains amendments for S. 659 and related records. Records consist of printed amendments, handwritten drafts, correspondence, staff memoranda, floor statements, and committee prints containing corrections and notes. Each printed amendment was assigned a number and are subsequently arranged numerically within the folders. The folders are arrange alphabetically by subject.

Draft File, Subseries VI, contains copies of draft legislation for the Education Amendments of 1972, S. 659, to amend the Higher Education Act of 1965, and related acts and which later converged to become Public Law 92318. Records consist of marked and unmarked committee prints and copies of bills. The folders are arranged chronologically.

Printer's Draft File, Subseries VII, contains drafts of bills and reports containing hand written corrections, changes, and other notes pertaining to the final printing of S. 659. The drafts include clippings of printed legislation pasted on sheets of paper containing hand written corrections and notes. Records also consist of committee prints containing mark-up language, explanation of bill report, a hand written section by section analysis of S. 659, and the final print of the legislation. The folders are arranged alphabetically by subject.

Bills Merged, Subseries VIII, contains bills, amendments, and draft legislation that were added into S. 659. The series is divided into three sub-units: United States Foreign Service Corps Scholarship Programs, S. 939; Indian Education Act, S.2482; and General File. Records consist of printed legislation, committee prints, notes, memoranda, correspondence, news articles, reports, speeches, floor statements, hearing materials, and news releases. The folders are arranged alphabetically by subject.

Model Legislation, Subseries IX, contains bills and amendments from the mid to late sixties that were used in the authoring of S. 659. Records consist of reports, analyses, memoranda, correspondence, notes, congressional floor statements, committee prints of bills and amendments. The series is arranged alphabetically by subject.

Congressional Records File, Subseries X, contains Congressional Record publications relating to Senate and House debates and conference reports on S. 659. The publications cover congressional sessions from June 1971 to September 1972. The records include individual page clippings, as well as complete volumes. The folders are arranged chronologically.

General File, Subseries XI, contains legislative material and working files regarding the composition of the Education Amendments Acts of 1971 and 1972, S. 659. The records consist of bills, amendments, proposals, reports, news clippings, news releases, and hand written drafts. The folders are arranged alphabetically by subject.

Printed Matter, Subseries XII, contains of printed bills, reports, congressional floor statements, hearings, and committee prints. The committee prints consist of comparison reports between House and Senate passed legislation. The records contain handwritten remarks made by staff members regarding changes or corrections in the legislative language.

Elementary and Secondary Education Amendments of 1973 and 1974, Public Law 93-380, regarding legislation authorizing compensatory educational services to educationally disadvantaged children attending elementary and secondary schools. Subjects also include P.L. 93-380 Title I allocations as written in the provisions of S.1539 and H.R. 69, which dealt with women's educational equity, bilingual education, and aid to federally impacted areas.

This series consists of four subseries listed below and contains memoranda, correspondence, news clipping, news releases, legislative committee prints, handwritten draft legislation, notes, congressional record floor debates, hearing statements, state agency distribution and allocation reports. The records also include legislative proposals from non-government organizations, House members, Senate members, and the Administration.

Data File, Subseries I, was derived from a databank developed to help Senate and House committee members determine state-by-state funding allocations and entitlements through the use of computer models employing formulae established in Title I of the ESEA. Records include memoranda, correspondence, bills, amendments, proposals, and reports, as well as a government publication explaining how the data was collected and used.

Gene Frolick Files, Subseries II, contains records pertaining to H.R. 69 and S.1539, which were Title I extensions of the Elementary and Secondary Education Act of 1965. Records in this series consist of statistical charts and reports delineating funding levels and related data to states, as well as correspondence, memoranda, congressional floor statements, and notes.

General File, Subseries III, contains records regarding the Elementary and Secondary Educational Amendments (ESEA) of 1974 and the rewriting of Title I to include S. 1539, which authorized compensatory educational services to educationally disadvantaged children. Records consist of memoranda, correspondence, notes, handwritten drafts, press releases, committee prints of draft legislation, floor statements, and statistical reports containing data tables and various economic formulas.

House-Senate Conference File, Subseries IV, contains records relating to joint congressional conferences on the Elementary and Secondary Education Amendments of 1973 and 1974. Records consist of memoranda, correspondence, statistical data reports, comparison reports, committee prints, draft legislation, notes, and proposals.

Education of the Handicapped Act, Public Law 91-230, is an omnibus bill, like the Education Amendments of 1972, S. 659, authorizing educational aid and assistance with an emphasis on funding for handicapped programs. The records in this series also cover legislation submitted to the Education Subcommittee regarding the Amendments to the Elementary and Secondary Education of 1965, which P.L. 91-230 was part of and aimed to extend assistance to educational programs.

The series consists of four subseries listed below and contains memoranda, correspondence, state-by-state appropriations reports, position papers, printed copies of bills, handwritten draft legislation, congressional record floor statements, press releases, news articles, and notes.

General File, Subseries I, contains records pertaining to the Education of the Handicapped Act, Public Law (P.L.) 91-230. The records consist of memoranda, press releases, new clippings, congressional floor debates, committee hearing statements, appropriations reports, committee prints of draft legislation, and position papers.

Drafts, Subseries II, contains draft legislation and final copies of S. 2218 and H.R. 514. The records include handwritten drafts and committee prints containing instructions for technical corrections and changes in language.

Amendments, Subseries III, contains amendments submitted to the Education Subcommittee regarding the Handicapped Act, P.L. 91-230, which was part of the Elementary and Secondary School Act (ESEA) of 1969, S.2218. The records consist of memoranda, committee reports, handwritten drafts, printed legislation, committee prints, and congressional record floor statements.

Bill Merged into Public Law 91-230, Subseries IV, contains legislation incorporated into the Education of the Handicapped Act, P.L. 91-230. The records include memoranda, correspondence, congressional record floor statements, reports, and printed copies of bills.

Library Legislative File, S. 1519 and S. 3318, contains records concerning two bills on the expansion and extension of federal support to libraries. The National Commission on Libraries and Information Science Act, S. 1519, established a commission within the Executive Administration to oversee the improvement and extension of the programs and purposes of the Library Services and Construction Act. The Library Services and Construction Act, S. 3318 extended the authorization of appropriations to libraries for special programs that would meet the needs of disadvantaged persons in both urban and rural areas.

The series consists of two subseries listed below. Records include memoranda, correspondence, committee prints, handwritten draft legislation, reports, printed matter, bills, amendments, and notes.

National Commission on Libraries and Information Science Act, S. 1519, Subseries I, regarding the establishment of a National Commission on Libraries and Information Science and other purposes. Records consist of memoranda, correspondence, printed legislation, handwritten drafts, committee prints, hearing statements, congressional record floor statements, reports, and notes.

Library Services and Construction Act, S. 3188, Subseries II, regarding legislation extending the authorization of appropriations to libraries for special programs that would meet the needs of disadvantaged persons in both urban and rural areas. Records include memoranda, correspondence, reports, committee prints, handwritten drafts, hearings, and notes.

Law File, consists of six subseries containing materials related to the creation of education legislation. The records consist of drafts of bills, bills from the House and Senate, reports from government departments and agencies, and copies of public laws used in research for the creation of new bills and amendments.

Public Law File, Subseries I, consists of copies of public laws, Senate and House bills, joint resolutions, reports, and amendments. These records were kept by Education Subcommittee staff member, Richard Smith, for the purposes of general research.

Senate Bills, Subseries II, contains records of Senate legislation regarding specific bills being looked at by the Education Subcommittee during the 91st and 93rd sessions of congress. The records consist of printed bills, drafts, committee prints, memoranda, correspondence, reports, committee hearings, congressional record floor debates, and notes.

Drafts, Subseries III, contains drafts of bills and amendments created by the Education Subcommittee. The records consist of memoranda, correspondence, floor statements, printed copies of bills, and draft legislation containing handwritten notes and instructions.

House Bills, Suberies IV contains printed and handwritten drafts of bills from the House of Representatives that were used by the Education Subcommittee in the authoring of Senate bills of corresponding subject matter. Records consist of printed and handwritten drafts of bills and amendments, as well as memoranda, correspondence, reports, notes, and congressional record statements.

Elementary and Secondary Educational Amendments of Title Reports, Subseries V, consists of reports from government agencies and departments used by the Education Subcommittee to monitor the effects of legislation contained in the titles of the Elementary and Secondary Education Amendments of 1965 (ESEA). The records in this subseries are grouped according to legislative title and folders arranged by author followed by the title of the report.

Reports Used To Monitor the Effects of Legislation, Subseries VI, contains reports used by the Education Subcommittee to monitor the effects of education legislation. The records are listed under the title of a particular piece of legislation, or the title of the author of the reports. The folders are arranged alphabetically by subject within each group.

Staff Files, consists of three subseries containing records kept members of the Education Subcommittee. The records in the subject file collected by the staff for general research purposes. The Wexler and Poliski files contain records that were kept by these members for use in the committee's day-to-day activities.

Subject File, Subseries I, contains general information on a variety of topics that were overseen by members of the Education Subcommittee staff. The records consists of memoranda, correspondence, reports, draft legislation, testimonies from hearings, floor statements, and speeches. The folders are arranged alphabetically by subject.

Wexler Files, Subseries II, contains the legislative history file and working file maintained by Stephen Wexler who was counsel to Senator Pell and staff member on the Education Subcommittee. The records consist of memoranda, correspondence, congressional record statements, conference reports, and drafts of legislation.

Poliski Files, Subseries III, contains records maintained by the education Subcommittee secretary, Nancy Poliski. Records include memoranda, speeches, congressional record statements, reports, bills, notes, drafts, and correspondence.

Vocational Education, consists of three subseries containing records relating to federally funded programs for vocational education and other types of post-secondary education. Subjects include the Vocational Education Reauthorization Act, Carl D. Perkins Education Act, and reports from state educational departments monitoring the progress of the programs.

Subject File, Subseries I, contains records pertaining to education legislation sponsored by Senator Pell which reauthorized funding for vocational and post-secondary education programs. The records include reports, hearing testimonies, correspondence memoranda, speeches, press releases, news articles, bills, committee prints, and draft legislation.

Reports, Subseries II, contains reports from state and federal departments of education, national advisory councils, and other government and non-government educational entities. The records include state-by-state reports on audits of vocational education program, data analysis reports, state plans for vocational education, and evaluation reports of vocational education programs.

Printed Matter, Suberies III, contains reports from state and federal education agencies regarding vocational and post-secondary education programs. The reports were used monitor the progress of the programs.

Scope and Content Note

The series contains legislative and staff materials regarding the reauthorizations of the Higher Education Act of 1965. The records consist of amendments, proposals, draft language, and related bills that were introduced as part of the larger legislative package. Also included are the working files of Pell's staff director, David Evans (1987-1996) which consist of correspondence, memoranda, reports, draft legislation, and notes.

The records also consist of discussion drafts, which address issues and changes within specific titles of the legislation, as well as committee prints, which are printed versions of suggestions and proposals of the major groups in congress and the Administration involved in the legislation. The series also contains comparison reports which are side-by-side printed versions of the House and Senate legislation that includes explanations of the differences between the two.

Prominent subjects covered in the series include the National Teacher Act, School-to-Work Opportunities Act, and the Federal Direct Student Loan Program.

Scope and Content Note

The series contains legislative and staff materials relating to the reauthorization of the Elementary and Secondary Education Act (ESEA) of 1965. Pell was Chairman of the Education Subcommittee during the time the 1994 ESEA reauthorization was passed. The series includes records from staff persons David Evans and Ann Young.  The records pertain to reauthorizations occurring between 1983-1994. The 1994 ESEA reauthorization legislation also contained amendments to the Higher Education Act and other laws.

The National Endowment for the Arts and Humanities are federal independent agencies established under the National Foundation on the Arts and Humanities Act authored by Senator Pell and signed into law by President Johnson on September 29, 1965. The agencies provide grants and support for the arts, preservation of cultural heritage, and the education of all Americans.

The Institute for Museum and Library Service Act was created to improve museum, library, and information services by consolidating federal programs for museums which are administered by the Institute for Museum Services and programs supporting libraries, which are administered by the Department of Education. The legislation was signed into law by President Clinton on September 30, 1996.

Subjects include art education, censorship bills, Christian Action Network, museum funding, individual grants, gay and lesbian art, support for minority projects, and budgetary issues. The OERI aimed to provide funding for education improvement programs and to assess, promote, and improve the quality and equity of education in the United States. S. 286 eventually become part of the Elementary and Secondary Education (ESEA) Reauthorization Act of 1994.
