Historical Information

University faculty members have always had an interest in the policymaking and governmental decisions that take place within the academic institution. Aside from the ways in which university policies would effect them as employees, most faculty members have a certain amount of pride in their institution and want to see it run according to high standards. Being the primary conductors of education, teaching faculty deserve to have a voice in their college’s policies and procedures. In the early days of the University of Rhode Island, this was done on an informal basis – the President would meet with the faculty members to discuss solutions to issues concerning the college community. However, as the University grew, there became a need for a more formalized system for faculty–administrative relations.

A Committee on College Policy was formed in 1946 from members of the faculty. This Committee would report its findings to the President and the General Faculty at the meetings held three times each semester. The role of this Committee, however, was purely advisory – without administrative support, they could not change university policy. When President Francis Horn sought to reorganize the role of administrative departments and committees in 1959, the faculty requested that a subcommittee (chaired by Dean Herber Younken) research a permanent governmental body comprised of university faculty members to handle issues related to equitable faculty representation, curriculum, salary, and academic standards. The creation of the Faculty Senate was authorized by a vote of a General Faculty Meeting on May 12, 1960 and approved by the Board of Trustees of State Colleges at its meeting on July 1, 1960. It was established to represent the interests of the faculty in the governance of the university. The Faculty Senate was given ultimate legislative authority on educational policies and has significant input on a host of other university-wide academic issues including academic standards, the university calendar, curricular affairs, and research and patent policies.

Influential former members of the Policy committee Dr. William Metz and Prof. Beverly Downing helped to draft a constitution that continues to guide the Senate to this day. In October of 1960 the elected members (with all of the University’s colleges represented) of the Faculty Senate held their first meeting in Independence Hall, outlining the duties and responsibilities of this body. Since its establishment, the Faculty Senate has evolved into a significant player in the governance of the university. The Senate maintains a central role in reviewing and approving academic programs and policies – duties which include approving all additions and deletions to degree programs, general education requirements, academic regulations relating to students, and the creation of academic centers.

The records herein document the activities of the Faculty Senate from 1960 to 1999 (with a few records from 2000), including documents related to the formation of the Senate (1956-1959). Committee Files contains the correspondence, memos, reports, agendas, and related documents of standing and temporary committees.

Administrative Information

Custodial History

The records were stored in the Faculty Senate Office in Roosevelt Hall prior to their transfer to the University Archives. The majority of the records were removed from Roosevelt Hall in 1995, and are in generally good condition.

Scope and Content Note

The records in this series document the administrative activities of the Faculty Senate office. The records include information on the American Association of University Professors (AAUP), the University Manual (Faculty Manual), correspondence, roster sheets, and the official agenda / minutes of the meetings. Records filed in this series cover the many areas of interest to the Faculty Senate during these years – including affirmative action, guidelines for dealing with “controversial persons” scheduled to come to campus, and a proposed URI – RIC merger. Student Senate bills and resolutions are also included, as far as they related to the Faculty Senate. Also of note is the correspondence between the Senate and the University President, and correspondence from the Senate coordinator and chairperson, which includes original and carbon copy letters.

Scope and Content Note

The records in this series document the activities of the Faculty Senate committees primarily from 1963-1980. These files contain the records of the Academic Standards and Calendar Committee, the Curricular Affairs Committee (official reports from 1963-1975, and minutes from meetings between 1963-1980), Executive Committee (including the Chairman’s correspondence), Library Committee, and Title IX and Athletics Committee, among others. The greatest depth of the collection is in the Curricular Affairs Committee (CAC), with the majority of the records from the 1970’s meetings and proposals included. The documents from the Executive Committee are also fairly extensive – with reports and findings of subcommittees included. Other committees such as the Final Exams Committee, Faculty Welfare, Honors Committee, and Research Policy and Facilities Committee records are housed in this collection.
