Historical Information

In 1963 the Board of Trustees of State Colleges approved an administrative reorganization of URI due to the rapid growth of the University over the previous decade. One of the approved changes replaced the single position of Vice President of the University with four Vice Presidents: the Vice President for Academic Affairs and Provost, the Vice President for Student Affairs, the Vice President for Business Affairs and Treasurer, and the Vice President for Public Relations and Development.

The original Office of the Vice President had been created in April 1930, when the Board of Managers named John Barlow, then Dean of Science and Professor of Zoology, to the position after the death of President Howard Edwards. Barlow remained in the position until 1942, when he was succeeded by Harold Browning, the Dean of Arts and Sciences. Browning continued as Vice President until his retirement on December 31, 1962, when the administrative reorganization created the four Vice Presidential positions. The Vice President for Academic Affairs and Provost was the chief academic officer of the University, designated to act on behalf of the President in case of the President's absence, and on behalf of the University in matters not within the purview of the other Vice Presidents. The Vice President of Academic Affairs' duties included chairing meetings of the President's Advisory Council, the Administrative Council, the Council of Academic Deans, and the University Committee on Space Allocation, as well as serving as the President's representative on all University boards, committees, or bodies of which the President was a member. The Vice President of Academic Affairs was also responsible for the operation of the offices of the Dean of Admissions and the Registrar, for approving travel expenditures for faculty and candidates for academic positions, and for dealing with faculty appeals stemming from personnel or policy decisions of academic deans.

Ernest W. Hartung, who had been the Dean of Graduate Studies, was named the first Vice President for Academic Affairs and Provost in 1963. F. Don James succeeded Hartung in 1965, the same year that "Provost" was removed from the title of the position. James was Vice President for Academic Affairs until 1968, the last year of which he served as Acting President. Jerome M. Pollack took over the position for the year of 1968-69, followed by E. James Archer from 1969 until the fall of 1971. Following Archer's resignation, William R. Ferrante was named Acting Vice President for Academic Affairs while a nationwide search was conducted. He assumed the position permanently in 1972.

In 1986, President Edward Eddy initiated an evaluation of the organization and management of the University. With permission from the State Board of Governors for Higher Education, he hired the consulting firm of Peat, Marwick, Mitchell and Co. to conduct the evaluation. The firm met with more than seventy people in the administration and college community over the course of five months and compared URI's organizational structure with those of similar institutions.

The firm's report, released in March 1987, found that twenty-four people reported to the Vice President for Academic Affairs, and recommended switching to a "cabinet model" of management to reduce the number of people under the Vice President's direct supervision. The cabinet model replaced the now five Vice-President positions (a Vice President of Marine Affairs had been added in 1983) with a Provost and three Vice-Presidents: Student Development, Business and Finance, and University Relations. The new Provost position had many of the same responsibilities as the Vice-President for Academic Affairs, but allowed the Provost to delegate more authority to deans and staff so that he or she could take on responsibility for strategic planning and management. The reorganization also expanded the leadership role of the Provost in faculty affairs and curricular planning.

In September 1987, President Eddy recommended to the Board of Governors for Higher Education that the University adopt the proposed cabinet model. On July 1, 1988, William Ferrante stepped down as Vice President for Academic Affairs, and M. Beverly Swan began serving as Acting Provost while a search was conducted to fill the position permanently. David Gitlitz, who had been the Dean of Arts and Sciences of Harpur College at the State University of New York-Binghamton, was chosen to fill the position, and began serving as Provost in 1988, remaining in the position until his three year term expired in 1991.

Gitlitz was succeeded by Vice-Provost Beverly Swan, who was appointed to a two year term in 1991 and re-appointed after a national search in December 1993. Her appointment was approved by the Board of Governors in January 1994, and she remains in the post at this writing.

Later in 1994, an administrative reorganization brought University College and Special Academic Programs under the authority of the Provost's Office. The title of Provost was changed to the Provost and Vice President of Academic Affairs in June of 1994 to reflect the increased responsibility brought about by the reorganization.

Scope and Content Note

The records document the administrations of Provost David Gitlitz and his successor, Beverly Swan. Gitlitz was appointed the first provost of the University of Rhode Island as a result of an administrative reorganization commissioned by then-president, Edward D. Eddy. Gitlitz returned to his tenured faculty position in the Department of Modern and Classical Languages and Literature when his three year term expired in 1991. He was succeeded by Vice-Provost Beverly Swan, who was appointed to a two year term in 1991 and re-appointed after a national search in 1993. She remains in the post at this writing.

The bulk of the records span the years 1988 to 1995 inclusive and document the administrations of Gitlitz and Swan. There are records which predate 1988, however. These have been kept with the records of the Office of the Provost because they provide continuity to issues which arose prior to the creation of the Office of the Provost.

The Provost and Vice-President for Academic Affairs is the chief academic officer of the university and second in rank to the President among the university's administrative officers. The records in this record group are the administrative files of the Office of Provost and Vice-President for Academic Affairs during the tenures of David Gitlitz (1988-1991) and Beverly Swan (1991-).

Scope and Content Note

The Subject Files contain records relating to the organization, operation, and administration of the academic colleges, departments and programs of the University of Rhode Island. They document the administration of the university's academic programs by the Office of the Provost.

The provost is the chief academic officer of the University of Rhode Island and bears responsibility for all aspects of academic programs and programming, from approval of college budgets to program review and evaluation.. The subjects represented in this series reflect that diversity of responsibility and include admissions, affirmative action, academic and administrative computing, university and college budgets, collective bargaining, promotion and tenure, program and position reviews, the Board of Governors, faculty development and research, salary, tuition and fees, and diversity.

The types of records contained in this series also reflect the diversity of responsibility of the office. They include correspondence, memos, reports, management letters, agenda and minutes of meetings, program proposals, programs of events, resumes, course descriptions, grant proposals, and position descriptions.

Scope and Content Note

This series contains records relating specifically to the administration of the individual colleges and academic departments of the University of Rhode Island. Included are correspondence, memos, college and departmental annual reports, agenda and minutes of individual college and departmental meetings, college and departmental budget documents, course proposals and syllabi, self-study reports, new course and program proposals, and accreditation reports from regional and national accrediting agencies.

Topics include college and departmental budget allocations, hiring, promotion, and tenure procedures for faculty, program reviews and evaluations, accreditation of colleges and/or programs, proposals for new programs such as the Ph.D. in Business Administration, appointment of department chairs, and other issues associated with the management and operation of the university's colleges and academic departments and programs.

Scope and Content Note

This series contains records relating to meetings of the Council of Deans. The Council of Deans, chaired by the provost and consisting of the deans of the various colleges or their designees, serves as an advisory council to the president of the University of Rhode Island on academic and budgetary issues and problems. Among those issues considered by the Council of Deans are the budget, faculty promotion and tenure, program reviews, collective bargaining for faculty, accreditation of the university and individual colleges and programs, exceptional salary increases for faculty, and proposed revisions to the University Manual.

The types of records include correspondence, memos, agenda and minutes of meetings, and reports.

Scope and Content Note

The records in this series document attempts by the university administration to quantify the amount of work done by faculty members in the areas of instruction, research, and service. The workload issue and the ability to quantify it in some meaningful fashion is a significant one for both the faculty and the administration in contract negotiations.
