Hegemon on the Offensive: Chinese Perspectives on U.S. Global Strategy

An authoritative text published by China’s National Defense University defines international strategy as “a sovereign state’s relatively long-term, comprehensive stratagems within the realm of its foreign relations, namely, the plans and guidelines for a sovereign state to use its capabilities to pursue national interests in the international struggle. . . .[By necessity, the strategy becomes] “the fundamental guidelines and principles for the state’s foreign relations.” A state’s power position in the international system defines its strategic situation and is in itself an integral part of the state’s strategic thinking.
Chinese analysts believe that U.S. China policy follows and serves U.S. global strategy. Thus interpretations of U.S. global strategy provide the framework through which Chinese analysts interpret Sino-American relations
