Barriers to Effective Technological Planning

There are several issues to utilizing technology effectively in schools systems k-12. One of the major barriers is ineffective technology planning. The major reasons for the ineffective planning are:

  1. No plan at all - There are actual school districts that purchase equipment as they go without any real thought to how to implement
  2. Shopping List - Purchase items like you are purchasing groceries, walk up and down the aisles putting items into the cart.
  3. 5-Year Plans - Five-year technology plans are a good idea, but they often lock in technologies that are outdated and focus on equipment purchases, including which years to purchase.
  4. Management ineffectiveness - Many technology plans attempt to strategize, but focus on the technology side. They never look at the whole picture from a teacher, department, or school board perspective.
  5. Goal Planning - Most plans do not look at the educational goals of a school district. Rather they just have a technological viewpoint.
