Post-9/11 GI Bill (Chapter 33)

The new Post-9/11 GI Bill, will provide education benefits for service members who have served on active duty for 90 or more days since September 10, 2001. These benefits are tiered based on the number of days served on active duty.

You can apply using the VA Form 22-1990, located on our resources page.

Tuition and Fees

If you are eligible, VA will pay your tuition and fees benefit directly to the school. This payment is not to exceed the highest undergraduate tuition and fees rates at a state institution of higher education. The payment rate is based on the state in which the school is located - not your state of residence.

Other Benefits

Those eligible for the Post-9/11 GI Bill may qualify for the following additional benefits:

Monthly Housing Allowance (Basic Allowance for Housing)

If you are eligible for the Post-9/11 GI Bill you may receive a monthly housing allowance equal to the basic allowance for housing to a military E-5 with dependents based on the zip code of the location of the school you are attending. This payment is made directly to you. This stipend does not require students to live on campus.

NOTE: Students must have a rate of pursuit of 51% or greater to receive housing allowance. Please contact office for further details. Service members currently on active duty and veterans (and eligible family members) taking courses on a half-time or less basis and/or taking 100% of their classes online do not qualify for the monthly basic allowance for housing. Please contact the URI Veterans Affairs office with any questions.

Book Stipend

Based on your eligibility you may receive an annual book stipend of up to $1,000 per academic year. This stipend will be paid at the beginning of each term. It is paid proportionately based on the number of credits taken by each student.

NOTE: Service members currently on active duty are not eligible for the book stipend.

Transferability of Benefits

The Department of Defense (DoD) is authorized to allow individuals who, on or after August 1, 2009, have served at least 6 years in the Armed Forces and who agree to serve at least another 4 years in the Armed Forces to transfer unused entitlement to their Spouse. Once the member has reached their 10 year anniversary they may choose to transfer the benefit to any dependent(s) (ex: spouse, children).

State Education Programs

The State Tuition Assistance Program (STAP) is available to every member of the RI NG. This program is available to all Army and Air National Guard service members (enlisted and officer) who are pursuing an Associate, Bachelor, Masters Degree, or certification from CCRI, RIC, and URI.

STAP covers up to five (5) tuition free classes per FALL and/or SPRING semesters. STAP can be used in conjunction with Montgomery GI Bill.

State Tuition Exemption Program (STEP)
This program is available to all Army and Air National Guard service members (enlisted and officer) who are pursuing an Associate, Bachelor, Masters Degree, or certification from CCRI, RIC, and URI with in-state tuition rates.

STEP covers one (1) tuition free course per SUMMER semester, not to exceed two (2) courses a year. STEP can only be used based on seat availability. You must get a STEP certificate from the Education Office before registering for your class(es).

STEP can be used with Montgomery GI Bill.

RESIDENCY POLICY
A veteran of any branch of the United States Armed Forces and/or any veteran of any branch of a state’s National Guard who has been on active duty for a minimum of 24 months shall, upon establishing domicile in the state of Rhode Island, be entitled to classification as a Rhode Island resident for the purposes of determining tuition and fees.
