Federal Excess Property Program
Form: Request for Acquisition of Federal Excess Property
This program is designed specifically and exclusively for those engaged in work under a federally sponsored grant, contract, or program. Examples of qualified sponsors, are grants from the National Science Foundation, contracts awarded by the Department of Defense, and certain approved research programs, such as those administered by the Department of Agriculture.
Listed below is and explanation of the program, the criteria for eligibility, directions for procurement and property ownership.
Who is ELIGIBLE to acquire Federal Excess Property?
* Anyone who is engaged in work under a federally sponsored grant, contract, or program is eligible.
* Equipment requested must be specifically related to the project or for enhancement of the project.
What EXPENSES are involved?
* There is no charge for excess property. Exceptions include: expenses incurred in transporting items from one location to another, cost of placing equipment in buildings and physical plant modifications.
* Technical personnel may be needed to check if equipment is in workable condition. This could involve overnight expenses.
* Deans and Chairpersons must approve all requests. Please note: Approval includes assuming financial responsibility for any expenses involved.
How do qualified persons start the procurement process?
* Obtain Request for Acquisition and Equipment Request List forms at the Research Office.
* Complete request forms and forward to the Research Office.
* The Vice Provost for Research must give prior approval for procurement of any major excess property, e.g., vessels, motors, and motor vehicles.
What happens then?
* The Research Office begins the procurement process.
* Screening activities are initiated.
* When equipment is located, a Federal Transfer Order is generated.
* A Federal Transfer Order plus supporting documents are forwarded to the appropriate agency.
* Upon approval, the Research Office will coordinate the actual equipment transfer to the requesting individual.
Who owns the property when it is transferred?
* Title to Excess Property remains with the U.S. Government and that property becomes part of the inventory of the department in which it is housed.
* Department chairs are responsible for the inventory in their departments, including notification to the Property Office when Government Property is no longer needed or used.
* Faculty who wish to transfer Excess Property to another site MUST notify the Property Office in writing prior to transfer.
