Form: Request for Acquisition of Federal Surplus Property

This is also called the Donation Program because it is the very last federal cycle that makes equipment available to eligible institutions before being put up for sale to the general public. While this program is an offering of picked over equipment, it is nonetheless valuable since it makes available general use equipment computers and related equipment such as electronics and electronic parts, shop machinery, specialized hardware, computers and related equipment, and office furnishings.

2) an explanation of how this program differs from the Federal Excess Program
3) directions for procurement of surplus property.

Who is ELIGIBLE to acquire surplus property?
* Every department or group within URI is eligible.

How is it DIFFERENT from the Federal Excess Property Program?
* It is the second pick of equipment, office furnishings, etc. from the Federal Excess Property Program that is released by the Federal Government and made available to eligible institutions before being sold to the general public.

What EXPENSES are involved in the Surplus Property Program?
There is no charge for surplus property.
* Deans and Chairs must approve all requests. Please note: Approval includes assuming financial responsibility for specialized transportation needs, specialized installation, health and safety considerations, and/or maintenance of this property.

How does a department start the procurement process?
* Obtain Equipment Request List and Request for Acquisition forms at the Research Office.
* Complete request forms and forward to the Research Office.

What happens then?
* The screening process is initiated.
* When requested property (equipment) is located, the person making the request will be notified.
* Property is transferred to the person who made the request.
* Property valued at more than $1,000 becomes part of the department's inventory.
* Department Chairs are responsible for the inventory in their department.

(Deans are asked to advise the Property Office when new Chairpersons are appointed.)
