Intervention Pilot Project

Project Description

While alcohol related fatalities as a percent of total highway fatalities has decreased in Rhode Island over the last several years, drinking and driving remains a major safety concern. Respondents are asked to respond with programs that meet or exceed the requirements of this Intervention Pilot Project with a mission defined as:

A program that engages 'At-Risk-Drivers' to educate them by aligning awareness of risks and consequences of DUI related to fear of arrest, adjudication, prosecution and consequences in terms of jail, penalties, fines, loss of license as well as risk or personal injury or loss of life.

It is very important that Respondents understand driver safety issues as it relates to alcohol and to propose programs geared toward prevention, and changing behavior of drivers with the propensity for driving under the influence. This program is not intended to replace current programs or to duplicate existing programs, but to develop new and innovative ways to educate "At-Risk-Drivers" in the state of Rhode Island. The URITC asks each Respondent to focus proposed programs to address the target market of males between the ages 18-34 and citizens of Rhode Island.


Target Audience

Respondents shall focus on the target group 18-34 year old males. The target market shall be identified as individuals that are currently no time offenders (no DUI arrests). The target market shall be further segmented into three demographical risk segments described in Appendix B of the RFP.


Program Objectives

The URITC has identified four objectives for this Intervention Pilot Project.

  1. Deliver high quality educational and training programming, experiential behavior changing programming, visual communications, and/or collateral materials through community organizations to educate and raise alcohol awareness tied to consequences as it pertains to highway traffic safety.
  2. Accomplish high value programming by achieving maximum reach to 'At-Risk-Drivers', which is classified as 18% of the driving population.
  3. Successfully track and manage the success of the program by measuring impact and performance via quantitative and qualitative metrics.
  4. Successfully deliver a program schedule within 12 months of grant award, and within the given approved budget.

Program Guidelines

Research has proven that with programs such as this, raising awareness of the issue solely is not sufficient to change behavior; so proposed programs shall integrate risks and consequences as well. The URITC encourages Respondents to embrace the program guidelines set forth.

  1. Successfully launch a program that reaches its target audience in creative and innovative ways.
  2. Successful Proposals shall consider 'At-Risk-Drivers' attitudes, perceptions, behaviors, and motivations as key elements in programs proposed.
  3. Successful programs shall effectively link awareness and education to risks, outcomes and consequences.
  4. Successful programs shall be results orientated & performance focused.
