URI Announces Ballentine/Chafee Timelines

KINGSTON, R.I. -- February 16, 2001 -- With the recent closing of the Chafee Social Science Center and the temporary relocation of faculty and staff into Ballentine Hall, we know there are many questions that people have about what will happen over the course of the next few months regarding the timelines for both the Ballentine project and the Chafee plan.

The Ballentine renovation and construction project plans and specifications were completed and approved by the State Building Commissioner and Fire Marshal as of January. To move forward with the Ballentine renovation, we need to seek bids now, while construction contractors are scheduling their work for the next construction season. February is a critical time for securing quality contractors and competitive prices for the project.

For that reason the bidding process is proceeding on Ballentine with a June 1 start-of-work within the building planned. The construction bid for Ballentine was posted on the state purchasing website on February 1. Bids are set to be opened March 16. The normal contract award process generally takes 45 to 60 days after which the successful contractor can line-up personnel and equipment and advance the purchase of materials in preparation for commencing work on the building in June.

In the bidding and contracting process for Ballentine, the University will identify January 2003 as the target date for completion of the renovation and construction project. The University will work aggressively to compress that construction schedule, but at this time we are anticipating an 18-month construction period from the June 1 start date.

With regard to the Chafee plan, until we identify the source(s) of PCBs in Chafee, develop an approved clean-up plan, execute the plan, and achieve clear test results, we will not reoccupy the building. While University staff and the contracted firm are working toward the completion of these steps by the end of the spring semester, it is too early in the investigation process to be assured of achieving that date.

The University is developing several contingency plans for alternate space to meet the needs of the faculty and staff displaced from Chafee since its closing on December 23.
