Bio Sketch

 

 

Ron is an entrepreneur and pharmacy leader with informatics expertise. He founded businesses in Hospice and pain management pharmacy, health benefit software and informatics consulting.  He was also an executive at companies offering an internet consumer prescription marketplace, supply chain transformation and health insurance.

Formerly President, American Pharmacists Association and Trustee, NCPDP, he was instrumental in pharmacy’s patient care focus and developing consensus standards for electronic health information. He earned his BS Pharmacy at URI and studied three years in a Doctoral program in pharmaceutics. Ron enjoys cooking, music, the arts and yachting in his spare time.

One of three founders in company that purchased a software asset aimed at Dental Benefit Management and proceeded to rebuild and re-architect the solution named and trademarked AcceleHealth™ into a comprehensive benefit management system for all lines of health care including dental, medical, hospital, pharmacy and specialty pharmaceutical. Deployed 5 clients prior to corporate merger, was responsible for all company financial and human resource assets, executive in charge of first implementation and directed customer support and service.

Acting Chairman, President and CEO, HCIdea, LLC (An NCPDP Company), East Greenwich, RI; 2000-2001

Engaged by non-profit industry association to lead team effort to form subsidiary charged to develop a new unique identifier for health care providers. Developed business/marketing plan, conducted competitive process for technology funding partners. Received commitment of $6.5M in financing & negotiated definitive agreement. Transitioned project to a non-profit internal effort after nine eleven.

During intermittent periods with full and part time commitments between startups and full time employment. Led international consulting firm engaged to support government and private clients to provide strategic and systems management consulting in a wide range of pharmaceutical care and health system areas.

Hired to assume increasing responsibility and control by founding President and CEO. Developed key strategies, relationships and business tools, trained non-professional staff and stepped in to corporate compliance officer role until venture funding source changed control and management.

Founder of corporation and partnered with CEO to raise $20M in first and second round venture financing. Devised and implemented complete corporate information systems infrastructure for a de-centralized, then fully centralized business model. Led and developed IT/IS staff and held Executive/Corporate Director position.

Founded and led six person professional pharmacy and systems development group on multiple client projects ranging from DUR systems design, multi-million dollar drug spending and benefit design planning, procurement and RFP response efforts.

Recruited to join Blue Cross Blue Shield multi plan consortium to lead professional executive effort, to develop technical and business strategies and to write response to Medicare Catastrophic Coverage Act of 1989 – Drug Program RFP before the law as repealed and the company disbanded after paying contractual obligations.

Executive staff level responsibility for development direction of all drug benefit products including Freestanding Drug, SCRIP and Major Medical. Responsibility includes administrative monitoring and oversight, marketing support and state government drug benefit enhancement and special projects related to research of drug administration business opportunities in State Medicaid and the evolving Federal Medicare Catastrophic programs including plan representation on national BCBS Medicare Drug steering committee.

Assistant Vice President, Basic Business Claims, Blue Cross & Blue Shield of Rhode Island, Providence, RI; 1987-1988

Line authority, including direct $12M budget and P&L responsibility for 400 person local business claims division. Line management of three Directors, thirteen Managers, and approximately 25 Supervisor management personnel and other nurse, pharmacist, claims and data processing consultants and professional employees. Added responsibility for all claims administration processing areas and the senior staff responsibility entitled "Product Manager - Prescription Drug Benefits" was also formalized through this promotion.

Added line authority and responsibility for plan Other Carrier Liability Department Coordination of Benefits, Subrogation, and Worker Compensation claims expense avoidance and recovery efforts and LegalCare Pre-paid Legal Benefit developed locally.

Line authority and responsibility for the development and operations of the plans "Freestanding Drug Program" and the quality assurance and utilization review activities for prescription drug reimbursements occurring in all lines of business including; Major Medical, Blue Cross, Blue Shield, Medicare, C.H.I.P., CHAMPUS-CHAMPVA, and Federal Employees Program. Innovated Capitated drug program and systems, installed point of sale drug processing & new automated DUR programs and updated provider network contracts.

Management of plan Drug Utilization Review (DUR) activities in various departments which reimburse providers and subscribers for prescription drugs including supervision and direction of U.R. Delivered professional advice, consultation, and support to all levels of staff, management, and executive personnel. Developed communications & public relations department's management and staff in recently established efforts in promoting rational drug use among subscriber population.

Responsible for professional direction and design advice to management and staff who are developing a "turn key" software package for retail pharmacies. The product is to be marketed as a stand alone system on WANG, IBM, and DEC microcomputer hardware. Systems design and scope of operation advice as provided initially.
